High Crimes

Anyone who: (a) uses admin commands in a public server in an unofficial capacity, (b) uses admin commands in any server to gain access to unauthorized teams and assets*, or (c) uses administrative Terminal commands** in any improper or unjustified manner is guilty of misuse of admin. 

* Unauthorized teams and assets include any team not relevant to the scenario or setting the private server is used in, the Anomaly Actors team, and any actable SCPs. 

** Administrative Terminal commands include, but is not limited to /suspension, /discharge, /promote, /blacklist, etc.

Penalties

First Offense: 2-7 day suspension & department reprimand

Second Offense: Demotion from position

Third Offense: Administrative blacklist

Anyone who: while acting within their official capacity knowingly and willingly (a) inappropriately exercise their authority or discretion beyond the scope of their codified or approved powers, (b) misuse authority for illicit gain for self or others, unjustified inhibition of others, or right disenfranchisement, or (c) utilize their authority to influence or inhibit official proceedings or procedures*, is guilty of abuse of power.

First Offense: 1-7 day suspension, removal from command, 30-day administrative blacklist 

Second Offense: 1-14 day suspension, removal from command, permanent administrative blacklist

* Official proceedings or procedures include, but are not limited to: Appellate hearings, investigations from the Ethics Committee or Audit and Accountability Committee, department recruitment processes, etc. 

1. Anyone who: offers or gives any form of currency, gifts, or influence, to an individual holding a command rank or anyone with authority to issue/recommend policy change, punitive action, amendments to punitive action, or any other official directives, for the sake of influencing any decisions or discretion exercised, is guilty of bribery.

2. Anyone who accepts or receives any form of currency, gifts, or influence from an individual, in exchange for a requested exercise of authority or discretion utilized within their official capacity, is guilty of accepting bribes.

First Offense: 1-14 day suspension, permanent administrative blacklist

First Offense: 1-7 day suspension, removal from command, 30-day administrative blacklist 

Second Offense: 1-21 day suspension, removal from command, permanent administrative blacklist 

Anyone who: (a) with legitimate or illegitimate influence or authority, conduct any act that obstructs or alters the due process of the law of the Foundation, be it investigative, prosecutorial, or appellate proceedings or (b) possesses or receives classified information and does not turn in said information to investigative bodies, is guilty of obstruction of justice.

First Offense: 4-day suspension 

Second Offense: 7 to 14-day suspension, permanent administrative blacklist 

Third Offense: Foundation blacklist 

Anyone who: (a) knowingly provides false information to an investigative body - including the O5 Council, while under affirmation*, is guilty of perjury.

Second Offense: 7 to 14-day suspension, 30-day administrative blacklist 

Third Offense: 15 to 21-day suspension, permanent administrative blacklist 

* When administering affirmation, an investigative body must exclaim that the statements provided are required to be true by law and that the individual agrees that all statements will be truthful. Affirmation must be administered pertinent to an approved, on-going investigation. 

Anyone who: (a) disseminates classified information “internal” or above in a forum or to others without authorized access, is guilty of breaching confidentiality.

* A significant range in possible duration is codified to account for variations of severity in each case. Such penalties can also vary outside of the suggested range depending on factors such as intent, quantity of classified content, etc. 

Anyone who: (a) engages in any conduct abusive by nature, intended to annoy, alarm, or cause emotional distress to an individual(s), is guilty of harassment.

First Offense: 14 to 21-day suspension 

Second Offense: Foundation blacklist 

Anyone who: (a) knowingly exposes minors to sexual content or acts, (b) engages in explicitly unwanted or illegal sexual behaviors or discussion with or about someone online, or (c) coerces sexual gratification from another online by any means, is guilty of sexual misconduct.

Anyone who: (a) knowingly gives a false report of misconduct in any form to an authority*, is guilty of false reports to an authority.

First Offense: 2-day suspension 

Second Offense: 4-day suspension, 14-day administrative blacklist 

Third Offense: 7-day suspension, 30-day administrative blacklist 

* "An authority" is any investigative body and its staff, and any command staff. 

Anybody who: (a) threatens another individual with the release of potentially incriminating, embarrassing, or personal information of any kind in order to achieve something is guilty of blackmail.
