Foundation Oversight
Foundation Oversight is the highest echelon of the Foundation, with absolute authority over institutional matters. All members of Foundation Oversight are permitted to provide orders on-site and within administration.
Section 1: The O5 Council
The O5 Council is the autocratic entity of the Foundation's administrative apparatus, overseeing all Foundation operations and consistently engaging in forming and altering the Foundation's administration. Moreover, the O5 Council acts as the supreme prosecutorial body of the Foundation. There is a total of thirteen seats on the O5 Council. The O5 Council is comprised of:
The Administrator
The Administrator serves as a member of the O5 Council holding the designation of O5-1. This office holds the highest authority in the Foundation, above that of the O5 Council and Chairperson. The Administrator is responsible for the management and general oversight of the O5 Council and their incumbent members. In addition to managing the roleplay aspect of the group, the Administrator also serves as one of the three Founders.
The Chairperson of the Council
The Council Chairperson is responsible for the leadership and spokesmanship of the O5 Council. They possess the executive authority to spontaneously implement and enforce legislation, albeit applicable to the scrutiny of the collective O5 Council. The Council Chairperson ensures all Councilors meet the expectations and responsibilities of their seat and presides the majority of O5 Council proceedings, such as meetings and ratifying passed resolutions.

O5 Councilors are standard incumbents of the O5 Council, responsible for oversight of their assigned department, formulating and debating upon legislation, and collectively guiding the state and direction of the Foundation's administrative apparatus.

Section 2: The Founders
The Founders are the founding personnel of Paragon Research Institute, with absolute control over all matters relating to capital, development, lore, and community moderation. Officially, the group is owned collectively by the Founders. Therefore, the Founders likewise maintain significant, overarching authority over all aspects of the group, although applicable to these regulations:
The Founders may only void or alter any policy, ordinance, mandate, executive order, or any other rules with the approval of all three Founders.
The Founders may only increase, decrease, or void any punishment issued via administration with the approval of all three Founders.Â
The Founders may only singlehandedly issue executive action without the consensus of all three Founders.
The Founders may propose resolutions within the O5 Council which can be implemented without Founder consensus if passed by a majority in the O5 Council.
Section 3: The Site Director
The Site Directors act as an advisor and coordinator of the Foundation's two sectors - manufacturing and administration. Both serve separately.
Manufacturing Site Director
The Manufacturing Site Director (MSiD) oversees the Manufacturing Department and is responsible for the resource coordination and public relations of the Manufacturing Department. The MSiD is appointed by the Founders and serves indefinitely. The MSiD cannot ascend to the O5 Council or hold a seat in it.
Executive Site Director
The Executive Site Director (ESiD) is a coordinator and advisor of the Executive Command, Foundation legislation and department policy, and all joint department operations. The ESiD assists the O5 Council as a liaison between Foundation Oversight and departments. The ESiD maintains an indefinite term, appointed by the O5 Council internally. The O5 Council monitors the performance and progress of each ESiD's term for consideration of appointment to the O5 Council.
