Departments
§1. Purpose & Scope
A. The Foundation's departments fulfill various core responsibilities within the Foundation, which fulfill its goals and advance its interests.
B. This chapter establishes enabling laws, which are laws that create a body's powers, authority, and mission. Only the legislature may amend these laws.
C. All departments are comprised of command teams responsible for decision-making and management within their department. They can regulate and command their own departments at their discretion, in compliance with the laws and Council mandates.
§2. Department Classifications
A. Departments shall be categorized into three types:
i. Departments designated civil have civilian responsibilities and typically operate in office environments;
ii. Departments designated combative have military responsibilities and protect the Foundation's facilities and possessions; and
iii. Departments designated miscellaneous typically have a particular specialized responsibility.
B. Foundation Personnel are limited membership to only:
i. Three civil departments at once;
ii. One combative department at once; and
iii. Miscellaneous departments have no restrictions.

§3. Authoritative Bodies
A. The Authoritative Bodies section shall govern the core responsibilities, and the powers and authorities legally granted to fulfill those responsibilities.
B. "Authoritative bodies" shall mean departments/bodies that can issue reasonable, ethical orders to those below the bodies' rank/authority to accomplish their role's responsibilities, duties, or for the general operations of the facility.
i. Orders that are not ethical or reasonable must be ignored and should be reported to the authoritative body's superior;
ii. Orders from O5 Councilors are required to be followed in all circumstances, even if they result in the Code of Ethics being broken. Those acting on an O5 Councilor's order may not be charged with an infraction; and
iii. The Ethics Committee, Audit & Accountability Committee, Security Department, Mobile Task Forces, and Security Class-4+ personnel are classified as authoritative bodies of the Foundation.
Ethics Committee
A. The Ethics Committee has full enforcement responsibility to cease criminal violations and apprehend violators as internally regulated.
B. The Ethics Committee has full and primary prosecutorial responsibility over crimes, therefore;
i. The Ethics Committee may investigate any individual for ethical infractions through internally regulated means in accordance with the chapter Due Process; and
ii. The Ethics Committee may sentence any individual for violations and governed by law and internal regulations.
C. The Ethics Committee has semi-legislative responsibility over the Code of Ethics, therefore;
i. Through internal processes, the Ethics Committee may amend any part of the Code of Ethics not under this rule: Rights and Executive Orders, Institutional Organization, Information Security, High Crimes, and Due Process.
Audit & Accountability Committee
A. The Audit & Accountability Committee has full and primary supervisory responsibility over administrative conduct and affairs.
i. The Audit & Accountability Committee may assess and order departmental compliance with Foundation law and administrative regulations, such as the Standardized Security of Assets Act and the R.E.A.L. Act.
ii. The Audit & Accountability Committee may investigate and refer violations of rules and expectations on command members to a relevant disciplinary authority, such as the individual's superior command or the Overseer Council.
B. The Audit & Accountability Committee has full and primary investigative responsibility over criminal violators, primarily relating to high crimes and confidentiality.
i. The Committee may not independently sentence. Criminal violations shall be referred to the appropriate prosecutorial authority — the Ethics Committee or the Overseer Council.
Internal Tribunal Department
A. The Internal Tribunal Department has full and primary responsibility over judicature.
i. The department's courts, in accordance with the law may:
Impose and enforce orders upon parties to comply with appellate law and proceedings; and
Overturn or modify punitive/disciplinary action.
§4. Combative Jurisdiction
A. The Combative Jurisdiction section dictates the authorities that each combative department holds in certain areas and situations.
B. Combative units shall respect the jurisdiction of each other; the division that has jurisdiction over a certain matter shall also have the utmost authority over the situation.
General Authorities
A. Combative entities have unified responsibility over facility security and personnel safety. In general:
i. Combative entities may issue reasonable directives to other personnel, which must be clearly verbally communicated, in accordance with the following law:
Directives to Foundation Staff and civil personnel that prevent obstruction of the conduct of combative duties;
Directives to Foundation Staff and civil personnel that prevent obstruction of the preservation of life and operational stability, such as ordering Foundation Staff away from or out of areas of combat with Class-D or other enemies (e.g. rogues, GRU-P, etc.);
Directives which uphold the procedures of the current Facility Status Protocol; and
Directives that result in the cessation of an ongoing ethical infraction, such as moving a trespasser out of a restricted area or the detention of a rogue individual, and to be transferred to Ethics Committee or Military Police custody at the soonest possibility.
B. Combative entities may use force upon individuals to uphold their legal directives and security duties, as dictated by law and internal regulations.
C. As regulated internally, combative entities may use facility terminals for security purposes.
Military Police
A. The Military Police shall have assigned jurisdiction over the security and control of the Cleanrooms (excluding Biowing), and the anomalies within, except for SCP-035, 079, and 049.
B. The Military Police shall have assigned jurisdiction over the handling of SCPs stored in the Loading Bay.
C. In the absence of the Military Police, these assigned jurisdictions shall cascade in accordance with internal combative regulations.
Security Response Unit
A. The Security Response Unit shall have assigned jurisdiction over hostage situations when they occur.
B. Under normal or rise protocols, the Security Response Unit has complete jurisdiction over the Class-D Containment Zone.
C. The Security Response Unit shall have shared jurisdiction with Lambda-7 over the entire facility, barring HCZ and MCZ, during riot and raid protocol.
D. In the absence of the Security Response Unit, these assigned jurisdictions shall cascade in accordance with internal combative regulations.
Lambda-7
A. Mobile Task Force unit Lambda-7 shall have shared jurisdiction with the Security Response Unit over the entire facility, barring HCZ and MCZ, during riot and raid protocol.
Eta-9
A. Mobile Task Force unit Eta-9 shall have assigned jurisdiction over the security and control of the Heavy Containment Zone, and Cleanrooms Biowing at all times.
B. Eta-9 shall have assigned jurisdiction over the entire facility during breach protocol.
C. Eta-9 shall have assigned jurisdiction over the handling and control of all SCPs housed in Medium and Heavy Containment and SCP-035, 079, 131-GRAY, 4966-RED, 2561, and 049.
D. In the absence of Eta-9, these assigned jurisdiction shall cascade in accordance with internal combative regulations.
Delta-1
A. Mobile Task Force unit Delta-1 shall have assigned jurisdiction over the security of Westwood Command Hall.
B. Delta-1 shall have assigned jurisdiction over the protection of individuals Security Class-3+.
