Introduction
Bill of Rights
§1. Universal Rights
A. The Bill of Rights chapter informs all Foundation personnel about the protection of universal rights. These rights serve as the Foundation's principles and guide decisions and policies.
Right to Apply
A. No person shall be denied the opportunity to apply for entry to the Foundation unless:
they are subject to an action restricting them from doing so issued in accordance with the Criminal Code;
This subsection does not restrict the discretion of department command to impose additional wide criteria for recruitment or Security Class elevation.
B. No person shall be denied the opportunity to apply or try for a privilege, advancement, or entry to a department unless:
that opportunity is not offered to other personnel of the same Security Class or department affiliation at the moment;
the basis of the denial of opportunity is the individual's standards, previous conduct, or other reasonable properties that are relevant to the evaluation of eligibility, as long as the basis is enforced consistently and fairly.
C. The Audit & Accountability Committee is responsible for protecting this right.
Right to Appeal
A. No person shall be denied the opportunity to appeal a punishment issued in accordance with the Criminal Code.
B. No person shall be denied the opportunity to appeal a punishment issued in accordance with department regulations by a department command team.
C. The jurisdiction over appeals shall be governed in the Due Process chapter of this framework.
D. The Audit & Accountability Committee is responsible for protecting this right.
Right to Safe Environments
A. No person shall be harassed, bullied, or targeted in any malicious or hurtful manner, regardless of whether the victim is a Foundation member.
B. No person shall be mistreated or berated based on race, sexuality, gender identity, nationality, class, or religion.
C. No person shall be preyed upon, abused, or made to feel threatened in any manner.
D. No person shall act predatory in any manner.
E. The Audit & Accountability Committee and the Community Moderation Team are responsible for protecting this right.
Right to Report
A. No person shall have their concerns ignored or neglected; individuals must have readily accessible resources to report problematic behavior.
B. No person shall have fear of repercussions when reporting concerns.
C. The Audit & Accountability Committee and the Community Moderation Team are responsible for protecting this right.
Right to Opinionate
A. No person shall be discriminated against or outcasted in any manner due to an opinion.
Opinions that violate any other rights afforded, are disproven and slanderous, or entirely unfounded with no evidence to support them, are not protected.
B. No person shall be disallowed to express constructive criticisms.
When experienced in the subject matter, personnel may criticize the performance, decisions, and/or methods of an individual, particularly within a command, without repercussion.
C. The Audit & Accountability Committee and the Community Moderation Team are responsible for protecting this right.
