Foundation Structure
Administration
§1. Overview
A. This chapter outlines the Foundation's administrative structure and the responsibilities and powers of each echelon of administration.
B. The Paragon administration comprises department command, the Site Directors, the Founders, and the O5 Council. Some members of administration have broader authority over the group and personnel, as this chapter explains.
§2. The O5 Council
A. The O5 Council, comprised of Councilors, oversee their departments and manage the broader Foundation, making Foundation-wide decisions.
B. The O5 Council has access to all Foundation information and documentation.
C. Within the O5 Council, one of the Councilors shall be selected as the Chairperson, a role responsible for the leadership and spokesmanship of the council; they possess the executive authority to spontaneously implement and enforce legislation, albeit applicable to the scrutiny of the collective O5 Council.
D. Only the Administrator, selected by the Founders, may hold the O5-1 designation.
E. The O5 Council has the authority to make or overturn decisions if agreed upon as a council.
F. Orders from O5 Councilors shall be followed in all circumstances, even if resulting in unethicality. Individuals who act based on a Councilor's orders shall not be charged under the Ethical Infractions section.
§3. The Founders
A. The Founders consists of personnel who are considered the founding individuals of Paragon Research Institute who have absolute control over matters relating to capital, development, lore and community moderation.
B. The group shall be collectively owned by the Founders.
C. The Founders may only void or alter any policy, ordinance, mandate, executive order, or any other rules with the approval of all three Founders.
D. The Founders may only increase, decrease, or void any punishment issued via administration with the approval of all three Founders.
E. The Founders may only singlehandedly issue executive action without the consensus of all three Founders.
The Founders may propose resolutions within the O5 Council which can be implemented without Founder consensus if passed by a majority in the O5 Council.
§4. The Site Directors
A. The Site Directors shall act as the principal representatives and coordinators of the Foundation's two sectors: manufacturing and administration. Both serve separately under the following:
The Manufacturing Site Director shall oversee the Manufacturing Department and be solely responsible for the resource coordination and public relations of the mentioned department.
The Executive Site Director shall act as a liaison for Executive Command, Foundation legislation, department policies, and all inter-departmental operations.
B. The Site Directors and their terms shall be regulated by the Founders and the O5 Council; monitoring the performance and progress of the Site Directors are within their responsibility.
C. The Site Directors and their power shall be regulated by the Founders and the O5 Council.
§5. The Administrative Department
A. The Administrative Department are trusted policy advisors comprised of Foundation executives and other accepted personnel.
B. The Administrative Department deliberate and propose directly to the O5 Council.
